[Federation] Node blocking #5

Does there need to be a mechanism to remove / block nodes? Is this handled by trust ratings mentioned in issue #1 ?

I think that this can be handled entirely within the trust system. If you have zero trust on all counts for a node, then I think it's effectively blocked.
