Create IRC bot #23

Commits should be posted to #questcompanions. In addition, any time someone says '#foo' in the channel, issue #foo should be linked to along with the name. This is a cheap imitation of firebot from mozilla.

Will need a github account in order to pull issue titles and assignments from the site.
