CI Modularity

Context

As part of the roadmap in #156, we will like to extendCI Modularity further. Proposed features include but are not limited to the followings:

• [ ] Add modularity support for release-related builds - #192
• [x] Add post-build seed workflow from @daeuniverse/ci-seed-jobs - #218
• [ ] Refactor seed-release-build with composite actions within the same project scope.
• [ ] Add docs-sync-related seed-workflow and seed-actions
• [x] Add check-runs report - #218
