Add content_shell package #7

This would bring the Windows packages into parity with the Homebrew offerings.

I think this/should be part of Dartium - have lodged a query with Dart team.

Appears some residue files are in Dartium but Content shell is a separate download. https://storage.googleapis.com/dart-archive/channels/stable/release/1.12.1/dartium/content_shell-windows-ia32-release.zip.
I will look at including with Dartium as a fast way to get it onto Chocolatey.
