Handle records with symbols already existing in the system #4

Some records provided in the data to import already have records in the database for the given symbol. For now the records are skipped. However it is possible to replace the existing record, or merge the records if desired.

I think we should skip them - I have a feeling some of of these are ITP records and we definitely don't want to mess with them.

@viola-v I don' think they are speech records because we're only checking 191

Thank you, Joe, I didn't mean speech records but documents that are included in the ITP. But that's not the case, these are all things recently processed by our grey literature team. I'll ask Megs if she has a preference.
