Mozilla::PublicSuffix only updates when reinstalled. There are other similar modules on CPAN. HTTP::CookieJar should provide users an alternate way of specifying a source for public suffixes.

In addition to your description, the most recent version of Mozilla::PublicSuffix on CPAN uses data from 2016, so it's more than four years out of date. The author has approved my pull request to update the list but hasn't replied to mail asking for an updated release to CPAN.
