Ivan/enhance touchpath #198

I have noted that I once in the past written the enhanced method which takes $epoch. Now I met the same issue, but would be nice to have the method out of the box in cpan )

touchpath is now documented with a recommendation to use the new mkdir and touch if options are needed.
