add action for getting the branch deployment name #118

This is useful if you want to launch a job (which takes in the target deployment name) on a branch given some github event, without necessarily deploying.

Test Plan: Manually tested using clone https://github.com/prha/dagster-cloud-action/actions/runs/4567394183
