[GitLab Serverless CI] Build python package with dbt project #148

This PR adds a GitLab CI yaml file that builds the python package with the dbt project, enabling the dbt models and manifest to be read in the deployment.

Tested by locally running the NUX with these changes. Tested with branch deploy + merge.
