Revert moving default serverless template to new ci, make old serverless template deploy to 3.10 and ubuntu-22.04 #205

The new CI times out the first time you run it because the heartbeat timeout is set to 60 seconds and the agent takes several minutes to roll out. The old CI does not have that problem.

While we resolve that, move the deployed action back to the old CI so that we can ship v0.1.47. We can revert this revert once we have a solve for the heartbeat issue.
