Allow customizable favicon per instance so we can tell instances apart #2994

For example some of these tabs are local on my machine and some are pointing to a dagit on a deployed cluster. Would be nice to visually distinguish them

+1 currently for local development I set location_name: "LOCAL" in workspace.yaml but would be super nice to have different icon or color theme for this
