After loosing a lot of sleep over this, my conclusion is that in order to make Footers work, the page-layout needs to be part of the office:automatic-styles element, and not the office:styles element. Otherwise the page format switches on load to Lettre and the margins (which all were set to 20mm) suddenly switch to 0mm for the right-margin.
Well, the standard says page-layout can only be used in automatic-styles, see http://docs.oasis-open.org/office/v1.2/cs01/OpenDocument-v1.2-cs01-part1.html#element-style_page-layout

Sigh... The ODF v1.1 specification did not say this. And I didn't re-evaluated the documentation when the ODF v1.2 specification was released. The ODF v1.2 specification is in many regards much better than v1.1 !
That closes this issue.
