fix packaging #13

We need to add use_scm_version=True so the configuration in setup.cfg will be used.

cc @dahlia sorry to annoy you again,

the last update fixed python 3.8, but broke the package setup.

I believe this is the fix, what do you think?

(I'm not 100% sure how to test this the best way)
