Add license texts, fix license statement #7

The crate is shipping Unicode's data. This must be reflected in the package license.

There is an incompatibility between docs.rs and the build.rs script (the former doesn’t like the latter writing to the file system). I’m migrating away from having a build.rs script in 1.0.2, and that may mean that I don’t need to update the license.

I'm obviously not a lawyer, but to me the license sure reads like that a source distributions should contain the license file. Deriving information falls under "modify, merge", I guess.

Compare e.g. https://crates.io/crates/unicode-ident that has the license (MIT OR Apache-2.0) AND Unicode-DFS-2016. But it's obviously your choice whether you want to this that license or not.
