Atomic data access to OFE management information for postprocessing #133

Presently, we "loose track" of crops and managements as they go through prj2wepp. I have readers for the generated files, so it may be good to back-compute these values for downstream application usage.

Preliminary support for this exists with pyiem.dep.man2df helper. The question now is how to tie this into the sweep workflow.
