Mobile: Action bar moving to the bottom #1012

@ezl We discussed how if we move the action bar to the bottom of the screen on mobile when clicking into an idea that we'd need an animation for how that works. I mocked it up, what do you think? idea_vertical-scale

I love this. I am a teeny bit concerned about implementation difficulty or added complexity. Before considering pulling the trigger on this, can we get @vedmant to weigh in on complexity added and implementation estimate?

@vedmant can we pause on this one to let @Watson-B check first and confirm? I'll prioritize the board a bit and move a few fronten drelated issues to the top first.
