Create a design + flow for notifying users when someone comments on their ideas #1022

After discussing this with @ezl, we have decided to go with an email notification that someone has commented on a user's idea for the time being. The design can be found in Figma here.

In instances with long comments, rather than showing the full comment, it should truncate after 4 lines. Clicking "view comment" should take the user to the new comments screen.
