Privacy policy static page #1028

Hey @Watson-B, we'll need the design for our privacy policy static page. The text for the page is pending (I'll have it ready in a day or two), but I think from ther design perspective this is pretty straightforward.

@ikosovec For the privacy policy, I'm thinking of using the same layout that we use for About and Community Guidelines, so that we create clear pattern for all static pages distinct from the main functions of the site. When I have a better idea of the copy, I can make more edits to cater to that. Design can be found here.

I agree that we shouldn't overengineer/overdesign this. If you agree, let's just move it to dev.

We already had this page, and also terms of service, fixed static pages styles.
