Add a field in the event model (and an option in the admin panel) to mark an event as featured. If an event is featured, it should also have the option for a short description (an ed note type thing).
You should also create a new partial that will show up where the welcome partial goes. This should be called "editor's picks" (copy pending) and should display the featured events. (Make sure to limit the number it shows – up to you on whatever looks good, but my guess would be around five.)
