Only activate preferred project map background by default #247

Currently the DocumentViewMap activates all backgrounds defined in the project document by default. In the old system only the "preferred" background layer was displayed as default.

If no preferred layer is defined... ...fallback to the first project layer? ...fallback to the largest project layer? ...display no background?
