It is argued that authors provide accessibility metadata and that accessibility metadata be embedded within EPUB publications. But counter arguments certainly exist.

Proposed Change: We propose to rewrite this subsection. First, define embedded metadata and detached metadata, and further compare the two approaches. Then, sketch possible conversion between the two

This is problematic on two fronts, as I see it.

First, it would make this document incompatible with the published version.

Second, it leads to trying to define distribution metadata, which as noted in #20 is problematic as there are many different means of distribution.

Rejected

It is nice suggestion but harmonization of different metadata formats is out of scope of this document. This work is currently going in EPUB 3 Community Group in W3C.
