The standard does not require that the content be consumable - only that it be produced accessibly so that if someone has an accessible reading system they can consume it.
The DRM statement is also only about intentionally disabling features.
Again, like with #2, we can't answer regulatory questions. A bookstore is a bookstore and can provide whatever content it wants as far as the specification is concerned.

In the same way as JP 2, DRM is mentioned but having requirements for DRM and reading systems are out of scope of this document.
Action: Improve the text of the document so that confusion of requirements for distribution, DRM and reading systems is removed.
Similarly closing this issue off here so we can focus on what needs to change in #2.
Likewise, DRM is now used for almost all commercial EPUB 3 publications in Japan. As of now, such DRM mandates the use of one particular EPUB reader, which does not provide enough accessibility features. Will bookstores be non-conformant if they continue to handle such EPUB 3 publications?
