The draft references WCAG 2.0, but the latest version of the standard is 2.1.

Proposed Change: Update the reference to WCAG 2.1, or explain why version 2.0 is the better choice.

WCAG 2.0 was the current version when IDPF published the document.

I'm not sure either approach is feasible, as we can't change to 2.1 without diverging from the published Accessibility 1.0 specification (e.g., we'd need new conformance URLs) and we can't state that 2.0 is better as that's not what we're suggesting by having it as a reference.

WCAG 2.0 is ISO Standard, while WCAG 2.1 is not. WCAG 2.1 is new standard and is stricter than WCAG 2.0. We are observing its adoption and how much extra work is require for making digital publications conform to WCAG 2.1. Therefore the decision was made to stick to stable version WCAG 2.0 for this document.
