Replace ‘Discoverable EPUB Publications should include…’ with ‘To discoverable EPUB Publications is recommended to include…’, (or merge the first two sections), because too subtle difference: shall/should.

Proposed Change: “Discoverable EPUB Publications shall include the following accessibility metadata:”

“To discoverable EPUB Publications is recommended to include include the following accessibility metadata:”

If "recommended" has the same meaning as "should" in ISO, I don't see a problem making this change.
