Changing the requirement on metadata at this time would break this standard from the existing IDPF standard. Without a new revision, I don't see how such changes could be made.

We should clarify that the requirements are for content and not for distribution.
Action: Same as JP 3 and JP 2. We should give special attention to clause 6.4 which uses “Should”, this word has special meaning in ISO.
I would like to explicitly state that the external-metadata approach is also reasonable and even mention the ongoing taskforce about it.
The distrbution section already mentions including metadata in external records but that doesn't change that metadata in the epub is required. That can't be changed without creating incompatible specifications.
I am talking about external metadata that are NOT linked from EPUB.
These repeating issues are getting confusing. I'm going to close this one as we can resolve this in #2.
In Japan, embedded metadata play a relatively minor role. External metadata provide richer and more accurate information. But this CD mandates the use of embedded metadata
