Are "Discoverable", "Accessible", "Optimized" categories or conformance levels?

Proposed Change: Details of these terms should be removed from "Introduction".

Can we just change this to "three conformance levels" rather than remove entirely?

Accepted

Discoverable and Accessible have levels of accessibility, but optimized is a different category, optimized can be less accessible or more accessible than Accessible publication.

Suggestion to use Conformance Classes instead of Conformance Levels.

Assuming this means only partial acceptance, since we're not removing the terms.
