The current scope mentions publications but does not mention distribution channels or reading systems. If this scope is correct, this document cannot impose any requirements on distribution channels or reading systems.

The specification doesn't impose any restrictions on distribution channels or reading systems. For distribution, the only restrictions are on factors the author controls.

Always avoid "required, "recommended", "shall", "should" if no restrictions are intended.

This also is in the proposed changes for #2. The scope is updated to indicate no changes to reading systems and we're making clause 10 informative.
