pef:validate should have an report output #132

The report that comes from BrailleUtils is just text, so for now wrap it into the body of a HTML document.

See https://github.com/daisy/pipeline/pull/490 which does not output a report, but it outputs a validation-status documents and converts any output from the validator to log messages.
