Advanced volume breaking

[x] A first improvement was made in commit https://github.com/daisy/pipeline-mod-braille/commit/77bd385492aad4c65fa28b537ecf98a79c6df55f. This adds the possibility to do configure were volume breaks should be avoided, and also to do forced volume breaks.
[x] Later, in dotify.formatter.impl 2.7.0, some volume breaking related issues were fixed.
[x] Various bug fixes where fixed by NLB
[x] Further improvements are possible, most notably avoid breaking inside paragraphs.

Avoiding ending a volume with a hyphenated word is implemented in 6c03088e003bbad17746a408294696e364d4cd2f

Going to open this again because there appear to be still bugs in the feature to avoid breaking inside paragraphs.

Should have been fixed since v1.13.0.
