Remove "import configuration..." when no longer needed #161

The menu item "import configuration..." is for testers to import TTS engine configuration data. Eventually users will be able to set the configuration data in the settings dialog, which will then use the Pipeline API to set the engine settings, but this part of the API isn't currently available yet so this is a workaround until then.
