feat(settings): autosave settings #168

Replacing manual settings save by autosaving settings for both settings and tts configurations.

Also:

unified save action for settings and ttsConfig
don't reload voices on saving ttsConfig : voices are now only loaded if connection to a new TTS is validated
deprecation warning removed on select and option element in SettingsView

I tried it out (on mac OS), it worked both with and without preexisting settings files. Also I ran a few jobs with Azure and that was fine. And the settings persist across sessions.
