link `project` folder to `$JENKINS_HOME/jobs/` #4

If the project folder were linked to the $JENKINS_HOME/jobs/ folder then a truely local build server would be possible. Thus building on the home page wouldn't pull from a github a/c, instead it would build from the folder.
