Win32- and Autoconf-related changes #4

Hi Dave, this is my first time using the GitHub workflow. Let me know if I got anything wrong.

These changes comprise mostly the following:

Blow away win32/ subdirectory
Get rid of win32_raptor_config.h and all references to it
Obsolete syntax fixes in configure.ac

Looks good but I would have preferred that the autogen.sh and configure.ac were a separate pull request. That's ok since they are in a separate commit af6c817 split from the win32 stuff. So +1 to merge
