Add basic Material Browser that will display and export DDS files in a similar 
fashion to the Model Browser found in r72.

What we ended up with was more of an image browser, not neccesarilly a 
'material' browser proper, but the implementation fits the bill of the original 
write-up.  Resolving as fixed.
