Add toggle to generate QR Code for remote updates
- QR code generates new unique page that provides all input field functionality of the block modal (including removals), but not formatting/scheduling/other tabs
- Set tracking limit at 25 items total for remote and local block

New classes added in 1977 will be utilized in this implementation, as such this should be released only after 1977 has been merged in.
