Todo block may show "Add New Item" for Todo sources that do not actually support it #2119

Describe the bug The "+ Add New Item" link may appear on Todo blocks that formerly had "DAKboard" selected as a source and "Allow Adding" checked.

To Reproduce Steps to reproduce the behavior:

  1. Add or Edit a Todo block
  2. Choose "DAKboard" for Source
  3. Tick the "Allow Adding" option
  4. Change Source to a different one, such as "Todoist"
  5. Save block
  6. View Screen and notice the "+ Add New Item" appears (and is of course, non-functioning)

Expected behavior "+ Add New Item" is currently only supported by DAKboard Source and should not show for other Todo Sources

Merged in @ 39accfc and added to the queue for upcoming release to the live site.
