Apply Account default values to screens from Templates and Community Templates

Based on client feedback, to reduce necessary steps to deploy a screen it would be beneficial to apply the account default location and timezones to newly deployed Templates, and Community Templates.

When the Template/Community Template is deployed a lookup on the account Location/Timezone configurations would be completed, thereafter it would be apply the configured location to the weather block/Weather alert block and Timezone to the date/time block.

As part of this effort, a few additional fields will now be whitelisted in the Import/Export routines (which are also used by Community Template submissions) , and increasing its format version number to 4.
