Pursuant to ipv4 updates to RSS feeds, some valid feeds are not working #2216

Describe the bug Pursuant of the completion of #2213 some feeds have been afffected and are not functional, despite being valid feeds. Example: http://www.wpri.com/feed

To Reproduce Steps to reproduce the behavior:

  1. Create custom screen
  2. Add RSS block
  3. Add valid feed 'http://www.wpri.com/feed'
  4. Note that feed displays as valid but feed is not displayed in block

Expected behavior Valid feed should display.
