I.  Issue Description: Not able to use managesieve and other 3rd party plugins 
such as sieverules when myroundcube plugin_manager is enabled

II. Steps to reproduce the Issue:
1. Enabled managesieve plugin within the plugin manager
2. Cannot see the filters tab
3. If I don't use your software, I can add, modify, and use filters

Can't you register this plugin in main.inc.php? May be that Plugin Manager 
compains. If so, then remove plugin with the appropriate selector from Plugin 
Manager.
