[webmail_notifier] Unable to uninstall Webmail Notifier #650

I.  Issue Description:

II. Steps to reproduce the Issue:
1. Go to "Manage Plugins" > "Settings"
2. Click on the tab "Message Management"
3. There is no "Remove plugin" link

I want to remove the notifier so that other users won't be informed about 
anything. Only I, the administrator, am interested in plugin updates and will 
check this manually from time to time.

I tried to remove the folder webmail_notifier manually but then it looks broken 
on other user accounts. Hmmm, a bug?
