Clarify license #1

Hi, I would like to package this Emacs package for Guix, but it is not clear to me what license is used for this project. The ‘djvu3.el’ file says ‘© 2021 Free Software Foundation’, but it doesn’t mention the license used.

Could you add a ‘License:’ header in the ‘djvu3.el’ file, or add a COPYING file to the repo?

B.t.w. the name can be changed or kept the same, it was just a 'working title'. But of course it should at some point get merged into Emacs, I hope...
