Fractional seconds aren't supported #11

Per ISO 8601 they should work.

Per https://en.wikipedia.org/wiki/ISO_8601#Times it's actually a bit more complicated.

Fractional units can be applied to the smallest measure of time, so 14:50.30 and 14:50,30 would both refer to 14:50:18.
