webhook apparently only works on edit, not submission!!!

Description

Tested for is in RD.

I assume the same pattern works without a RD: that might be why the map looked outdated. Some locations submitted all at once and never edited, so the webhook just didn't work there.

There's no reason to think the RD matters here.
