Add router for getting and querying data in unsummarized, summarized, and spot collections #81

Description

Added routers for unsummarized, summarized county, summarized RD, and spot data collections
Users can retrieve all items or can provide specific queries/filters
Also included a route that allows a user to provide their own mongo query, allowing for the frontend to call stuff like $gt and $lt
