Set default IOS from global menu #366

Rather than having 5 separate wiiflow builds, be able to set the default IOS 
from the global menu. It saves having to install and move around wiiflow dols.

By default wiiflow could start using 249, then from the global settings if 249 
isn't the global IOS, then restart itself using the specified IOS. Much easier 
to manage the installation, etc.

This is what USB Loader does, so the code is within that source.

Going in and reloading the entire menu after it has been entirely loaded is not 
an option, there is already one ios reload.  This cant be configured by ini 
since the ini is not loaded when the hardware is set up.
