Cause of MissingResourceException unclear #5

The exception thrown by I18nFactory.getI18n() when no resource bundle is 
found should contain more useful information to determine the cause of 
the failure.

It would be also very useful to turn this error off completely, so that a 
missing resource bundle simply results in English strings being returned.
