Prepare the release of v0.4.0 #260

The version contains no new features, but should ensure that the package can run with Python 3.11. Additional changes in the documentation may be added.

[x] Close (or defer) all issues related to v0.4.0
[x] Update the CHANGELOG
[x] Update the version in setup.cfg
[x] Update the ZENODO link and badge in README.md (need candidate DOI)
[x] Update the link in CFF file

This issue has been resolved by PR #283.

The commit has been tagged with a new version and published to PyPI. The new release has been archived in Zenodo. Now we are supposed to be ready for the submission to JOSS.
