Decimals are Broken in Filter Engine for Some Locales. #1086

Yesterday I tried to create my own category using the category query builder.

It seems to me that it didn't persist my query expressions containing commas 
(tried both '.' - ',')

In more details: I was unable to persist my own category for metadata 'score' 
containing "5.5" nor "5,5".

When reloading the recently saved category the score rating value was "55".
