Update shutdown delay #118

Shutdown Delay + Jamie Merge -Reuse delay from contactor switching to add delay between shutting down INV Out and opening contactors.

-Outlander Charger UDC measurement option

-Fix GS450h Oil Pump PWM inverted

-Added Gear option High forward Low reverse
