[PE-D] Multiple bids allowed for same property and same bidder for different price #77

The user can add multiple bids for the same property and same bidder if the price is different. This results in confusion when viewing the bids since a bidder should only have one bid price in mind when bidding for a property.

Fix: When a bidder bids for the same property with a different price, the existing bid should be updated to the new price
